Finance software procurement in Germany is shaped by a regulatory framework that is among the most detailed in the world for financial record-keeping requirements. GoBD (Grundsätze zur ordnungsmäßigen Führung und Aufbewahrung von Büchern, Aufzeichnungen und Unterlagen in elektronischer Form sowie zum Datenzugriff) sets out the legally mandated principles for electronic bookkeeping and record retention in Germany. Finance software that does not demonstrably comply with GoBD is disqualified from German procurement processes before any functional evaluation begins.
DATEV, the software cooperative owned by German tax advisors (Steuerberater), holds a dominant position in German SME accounting. The DATEV integration question is one of the first questions any German CFO or Finance Director will ask a finance software vendor.
DACH Finance Software Evaluation Criteria
- GoBD compliance certification. Finance software vendors must provide documented evidence of GoBD compliance — ideally from an independent auditor. This is not optional for the German market and should be the first document in your sales materials.
- DATEV interface. For Mittelstand companies working with external Steuerberater (tax advisors), bi-directional DATEV data exchange is often a hard requirement. Finance software without DATEV integration forces companies to maintain manual data transfers between their finance tool and their tax advisor's system.
- ELSTER integration. German electronic tax filing via the ELSTER system (for VAT returns, payroll tax, corporation tax) must be supported either natively or through a qualified interface.
- German chart of accounts support. German standard charts of accounts (SKR03, SKR04) must be supported as standard, not as custom configuration. This is a baseline requirement, not a feature.
The Steuerberater Relationship
Many small and mid-market German companies rely heavily on their Steuerberater for financial software recommendations. Building relationships with German tax advisory firms as a channel partner is one of the most effective distribution strategies in the DACH finance software market.
